Portable Document Format (PDF)

This page outlines our requirements for Adobe Reader, which is needed to view PDF files. It also offers some solutions to common problems related to Adobe Reader.

What is PDF, and why do I need Adobe Reader?

Portable Document Format, or PDF, is used to preserve pages as they were designed in a desktop publishing or page layout application. Many documents on our website are available only in PDF. This includes forms, legal documents, large documents (i.e. many pages in length), and documents originally designed for print. PDF files display on your screen (and can be downloaded to print) as they originally appeared on paper.

To view PDF files on our site, you will need Adobe Reader version 6 or later. However, we highly recommend updating to the most recent version available.

Known issues and fixes

"Cannot Decrypt Content"

When attempting to open a file, you may receive the message "Cannot Decrypt File" or "Cannot Decrypt Content". This is most likely related to the version of Adobe Reader you are using. This has been known to happen on occasion even with Adobe Reader version 6 or 7. The easiest solution is to upgrade to a newer version of Adobe Reader (see link above to Adobe.com). If you still experience difficulty, or cannot upgrade to Adobe Reader 8 or alter, send an e-mail to the Webmaster detailing the problem you are having. Include the filename and location where you found the link to the file. We will attempt to send you a more compatible file.

"ActiveX" or "contains active content"

When opening a PDF file, you may receive a message stating the page you are viewing requires "ActiveX" or "contains active content." Please "allow" this feature, as it is required for the Adobe Reader to function correctly. If you are not prompted, and Adobe Reader does not automatically launch when you click on a link for a PDF file, please ensure that ActiveX is set to "allow" or "prompt" in your browser's Internet options (usually found under the "Tools" menu).

"The file may contain newer information than this viewer can support."

You may receive this notice even if you have Adobe Reader 6 or 7. If this happens, and you have Adobe Reader 6 or later, simply click "OK" and the document should open correctly and appear as usual.

Trouble opening the file from the Web

If you continue to experience difficulty, try right clicking (ctrl + click on a Mac) the link to the PDF, and select "Save target as" (or "Save link as"); and save to your desktop. Double clicking the file from the desktop should launch Adobe Reader.

I'm a Mac user

If you have Mac OSX, PDF files may open with "Preview" instead of Adobe Reader. Because "Preview" doesn't have all the features of Adobe Reader some documents may not display correctly. We highly recommend you download PDF files to your computer, and then open the file from within Adobe Reader.
